House Dr. was founded by Mark and Janice Shimkus in 2025. (Formally known as Bi-State Energy Consultants)  After years of Mark working as an inspector for the state of Illinois weatherization program it became apparent that the services we were providing for the income qualified folks would be beneficial for the general public so we brought it to the mainstream to show them how we could save them money on their energy bills and have a more comfortable and safe home/ building.

 

Mark attended Western Illinois University where he studied building performance. Energy conservation, and all related fields concerning health and safety as well as feasibility studies that allow us to determine cost to savings comparisons. These calculations allow us to determine the best course of action to take with each individual building to get the most energy savings over time with the least amount of cost.

 

Our team is certified in lead safe work practices through the state of Iowa and Illinois. We are also certified to work with asbestos, you can rest assured with all our teams training as well as the OSHA safety course you are in good hands.
